When you receive the information it means that you have obtained the qualification to apply. The application channel will be closed on October 19, 2024.
Please update the information in the link and we will distribute the living allowance in early November.

This link actually goes to the actual government website, so I imagine this SMS is designed to make people trust the number for future confidence scams. Also, it says its from the UK Home office, when the department for work and pensions is responsible for the winter heating subsidies.
I sent the SMS over to Bitdefender Scamio (A whatsapp AI bot that can identify scam messages) and it said the following:
